Particular emphasis is attached to the countries that are members of the Bolivarian Alliance for Peoples of Our America (ALBA in Spanish).
It was inaugurated in 2009 by Presidents Raul Castro (Cuba), Daniel Ortega (Nicaragua) and Hugo Chavez (Venezuela). This institution is part of a network of centers intended to enhance exchange and the social and cultural life of ALBA member countries; through a wide program of plastic arts and handicraft exhibitions, lectures, courses, workshops, colloquies, screenings, presentations of books and concerts, among other cultural and recreational actions.
