Quito - Ecuador already has a rule for the integration, implementation and functioning of the Electoral System of Transmission and Publication of Minutes and Results from the general elections to be held in 2021.
The rules and procedures of the official mechanism were approved unanimously by the plenary of the National Electoral Council (CNE), which noted that the drawing up of articles, which started in April this year, was socialized with political organizations at the Consultative Council on August 14.
'This new system will increase the mechanisms of supervision in the digitalization of minutes, formal delivery of responsibility to the director of the Delegation or his delegate, and restricts the printing of the vote-recounting minutes at the discretion of the Electoral Board, the CNE explained.
The rule also allows the creation of a technical commission to oversee the provincial vote counting, while it determines a sealing protocol and resetting of the entire electoral computer system.
