Expert Highlights Strengths of Constitutional Reform in Cuba

Havana - The endorsement of the socialist state enterprise as a fundamental form of production in Cuba and the guarantees granted to foreign investors are some of the strengths of the Draft Constitution of the Republic, an expert said in Havana on Thursday.

In statements to Prensa Latina, the researcher from the Havana-based Center of Studies on the World Economy, Faustino Covarrubias, noted that the greatest contribution of the Draft Constitution is the audacity and pertinence of adjusting the national Magna Carta to today's economic environment.

'There are new stockholders now in the economy, like self-employed and non-agricultural cooperative workers, and the Draft Constitution includes those new elements from the recent economic environment, giving them space,' he pointed out.

The recognition of the different forms of property that coexist with the socialist state enterprise is a strength and a basic element in the entire system. Our document, currently submitted to debate by the whole Cuban society, has that merit, he added.

Regarding Article 26, which establishes that the socialist state enterprise is the main subject of the national economy, Convarrubias noted that the fact of granting a leading role to that form of production is essential and reaffirms the socialist nature of our economy.

According to the researcher, the constitutional reform also grants greater prerogatives to foreign investment, a qualitative leap compared to the Constitution currently in force.

In terms of guarantees to foreign investors, there is major progress, because it grants absolute security to business people, as it is established in the Cuban Constitution, Covarrubias underlined.

He added that the highest value of the Draft Constitution lies on its adjustment to the new economic environment in Cuba with its respective relevance to build the future of the nation.
